IRCC announces details of category-based Express Entry

Immigration, Refugees, and Citizenship Canada (IRCC) have announced that Canada will shortly conduct Express Entry drawings for six additional categories of candidates.

Immigration Minister Sean Fraser has announced the commencement of category-based selection draws, which will replicate Canada’s existing program-specific draws under the Express Entry application management system. These drawings, which are slated to begin later this summer, will allow Canada to bring qualified workers with work experience in our most in-demand professions to the country.

Fraser hopes that these new targeted draws will help Canada fulfill its goal of inviting in-demand experts into communities around the country. Express Entry candidates with strong French language skills or work experience in the following fields will be prioritized by Immigration, Refugees, and Citizenship Canada IRCC):

  • Strong French language proficiency
  • Work experience in Healthcare
  • Work experience in Science, Technology, Engineering, and Mathematics (STEM) professions
  • Work experience in Trades professions
  • Work experience in Transport occupations
  • Work experience in the Agriculture and Agri-Food industry

Important: Express Entry candidates must have at least six months of consecutive work experience in one of the qualifying industries over the last three years to be eligible for one of IRCC’s occupation-based category draws (see the category list below). This work experience might be placed either in Canada or abroad. Candidates hoping to be eligible for category-based draws under the French language proficiency category must have a minimum score of 7 on the Niveaux de Compétence Linguistique Canadiens in all four language skills.

A full list of eligible occupations under the new categories is available here.

Why are there new Express Entry categories?

The new categories are intended to fill open positions across Canada. Immigration is viewed as critical to lowering labour shortages and increasing the dominance of the French language in French minority communities outside of Quebec. “I’ve heard loud and clear from employers across the country who are experiencing chronic labour shortages everywhere I go,” Fraser says.

“These modifications to the Express Entry system will ensure that they have the skilled workers they require to grow and succeed.” We can also expand our economy and assist businesses with labour shortages while boosting the number of French-proficient applicants to ensure the vitality of French-speaking communities. Simply put, Canada’s immigration system has never been more responsive to the country’s social or economic needs.

Following revisions to the Immigration and Refugee Protection Act in June 2022, category-based draws were planned to begin this year. The revisions empower the minister to pick immigrants based on important characteristics that promote Canada’s economic interests.

How were the categories chosen?

The categories were chosen in accordance with legislative mandates that the Minister engage in public consultation with provinces and territories, industry representatives, unions, employers, workers, worker advocacy groups, settlement provider organizations, and immigration researchers and practitioners.

Each year, IRCC will report to Parliament on

  • the categories were chosen from the previous year
  • why and how they were chosen
  • the instructions to establish a category
  • the number of invitations issued for each category
What is Express Entry ?

Express Entry was launched in 2015 in response to changing economic and labor market needs in Canada. It is a system for managing applications for three economic immigration programmer: the Federal Skilled Workers Programmer, the Federal Skilled Trades Programmer , and the Canadian Experience Class.

These programs use the Comprehensive Ranking System (CRS) to assign a score to candidates based on human capital factors such as work experience, language ability, occupation, education, and more. The candidates with the highest overall CRS score were the most likely to receive an Invitation to Apply for permanent residence.
